Can Your Electricity Be Cut Off for an Unpaid Bill?

Electricity cut-off for unpaid bills in Belgium: who decides, after how many days, at what cost. Wallonia, Brussels and Flanders compared, 2025 figures.

ByJulien9 min read

Yes, your electricity can still be cut off for an unpaid bill in Belgium, but your supplier never has the power to do it alone. It takes the decision of a justice of the peace in Wallonia and Brussels, that of a local committee in Flanders, and several months of procedure. The real danger lies elsewhere.

Can electricity be cut off for an unpaid bill in Belgium?

Yes, but not by the supplier.

In all three regions, only the distribution system operator, or DSO (ORES or RESA in Wallonia, Sibelga in Brussels, Fluvius in Flanders), can physically interrupt a household's supply, and for a debt it only does so once a third party has given the green light. The instant cut-off at the first late payment, as people picture it, does not exist.

13 cut-offs in Wallonia, 1,270 in Brussels, 1,943 in Flanders

The three regional regulators published their social figures for 2025 this summer. Put side by side, which nobody does, they tell the story of three different policies.

In Wallonia, the report on public service obligations by the CWaPE, the Walloon energy regulator, published on 17 July 2026, records only 13 cut-offs following a court decision. The region chose another route: the budget meter, renamed prepayment on smart meters. At the end of 2025, 59,294 meters were running this way, 3.5% of Walloon residential customers, with an average debt of €924 at the time of activation.

Brussels has no budget meter. The regulator Brugel counts 2,351 electricity cut-offs in 2025, against 1,861 a year earlier; 54% were ordered by a justice of the peace, which gives about 1,270 households, and the rest follow a contract that ended without being replaced. Court decisions jumped by 30% in a year.

Flanders, finally, reports 1,943 households fully disconnected after the advice of a local advisory committee, a figure published on 18 June 2026 by Statistiek Vlaanderen from the social report of the Flemish regulator, the Vlaamse Nutsregulator (formerly VREG). Before things got that far, 264,505 households, or 8.93%, had received at least one formal notice.

One detail of the Walloon report deserves attention. Out of 9,114 cut-offs for all causes, 4,084 are due to the absence of a contract and 4,929 to a badly declared house move. People lose power far more often over a missing piece of paper than over a debt.

How long between the unpaid bill and the cut-off?

Months, and the law imposes every stage.

Let us add up the Walloon deadlines described by the CWaPE: 15 days to pay the bill, 14 days after the reminder, 15 after the formal notice, 30 after the declaration of default. That makes at least 74 days before the supplier can request prepayment activation or go to court. The €100 threshold becomes €200 for a combined electricity and gas bill. And if the case goes to court, the CWaPE notes an average delay of 100.5 days for commercial suppliers' files, which brings the whole process to nearly six months.

In Flanders, the sum comes to 75 days after the first reminder: 15, 15, then the 45 calendar days during which the supplier that terminated must keep delivering, according to the Vlaamse Nutsregulator (page updated on 24 September 2026). After that, Fluvius takes over the household and immediately activates the prepaid function of the digital meter. To obtain a disconnection, the grid operator must then refer the case to the local committee, which requires among other things a debt above €500 for electricity alone or a refused payment plan.

In Brussels, the power limiter that used to be installed at the homes of late payers was abolished by the reform that came into force on 30 April 2022. Several guides at the top of Google still describe it as a step in the procedure. It no longer is. Sibelga had three years to remove the devices still in place. Protection now runs through protected customer status, described below.

Reminder, formal notice, then a third party's decision: no supplier disconnects alone.

Reminder and formal notice: fees capped by law

The first reminder is free. Since 1 September 2023, Book XIX of the Belgian Code of Economic Law has governed debt recovery for all consumers, energy included: after that reminder, the creditor must wait 14 calendar days before claiming anything, and the flat-rate compensation is capped by bracket.

We applied the federal scale to three typical debts, including the €924 that matches the average debt of a Walloon household moved to prepayment. For continuous supply contracts such as energy, the consumer organisation Test-Achats pointed out on 5 May 2025 that the supplier may only charge for its reminders from the fourth one of the year, at €7.50 plus postage.

Brussels adds its own lock: €7.50 per reminder, €15 per formal notice and €55 in total per contract, penalties and interest included. A Brussels resident owing €924 therefore cannot be asked for the €86.20 of the federal scale.

Check these amounts on every letter. A supplier that exceeds the cap exposes itself to a complaint to the Federal Ombudsman Service for Energy, free of charge for the consumer.

So is not paying risk-free?

No, and that is the objection these reassuring figures invite. Thirteen court-ordered cut-offs in Wallonia do not mean thirteen households in difficulty.

The penalty has simply changed shape. It has become quieter, faster, and it no longer goes before a judge.

  • Self-disconnection. A meter in prepayment mode stops when the credit runs out. In Wallonia, only protected customers keep a minimum capacity of 10 amps, or 2,200 watts, according to the Region's energy portal.
  • Contract termination. In Flanders, suppliers part with customers in default: Bolt comes first with 6.78% of its access points terminated for non-payment in 2025, according to the regulator's social report.
  • End of contract with no replacement. In Brussels, 46% of the 2025 cut-offs follow a contract that expired and that nobody replaced. No judge is involved then.
  • A growing debt. Households supplied by Fluvius owed €844.90 on average at the end of 2025, and in Brussels 21.1% of indebted customers carry 78% of the electricity debt.
  • Debt recovery. A cut-off avoided wipes out nothing. The supplier remains a creditor and can obtain a court judgment against you.

The pressure also varies from one brand to another. In Brussels, where 40% of households received at least one electricity reminder in 2025 and 17% a formal notice, Brugel notes clear gaps between suppliers: 47% at Engie, 37% at Luminus, 29% at TotalEnergies. These percentages describe reminder policies, not the quality of an offer, but they do say that the same delay does not trigger the same letter everywhere.

Types of electricity contracts and the procedure in case of payment default in Belgium

Formal notice received: four ways out

The formal notice is the moment when everything is decided, because it is the document that opens your rights. In Wallonia, the letter comes with a form to send back; replying suspends the procedure.

The payment plan. It must be reasonable, take your situation into account and generate no extra cost, the CWaPE specifies. In 2025, 6.8% of Walloon customers obtained at least one, over 7.7 months on average. More than one in three (35.6%) was not honoured: a modest instalment you keep up is better than an ambitious plan that breaks in the third month.

The CPAS. It has the Gas and Electricity Fund to clear part of the debt and negotiate on your behalf. In Wallonia, a certificate of support from the CPAS or from an approved debt mediation service is enough to stop the formal notice from being sent.

Protected customer status. In Brussels, anyone who has received a formal notice can request it from the CPAS, Sibelga or Brugel: the commercial contract is suspended and Sibelga supplies at the social tariff for five years at most, the time needed to repay. Beneficiaries of the federal social tariff are transferred there automatically 60 days after the formal notice if their debt reaches €150 for one energy. The conditions of the tariff itself are detailed in our guide to the social tariff in Belgium.

Switching supplier. It does not wipe out the debt, it stops it from deepening. If your arrears come from an annual adjustment you do not understand, start with our method for challenging an adjustment bill that is too high. If it is the price that is strangling you, compare offers in our ranking of the best electricity suppliers and put a number on the gap with the bill simulator before you cancel your contract, which costs a household nothing.

One last marker. The deadlines quoted here are legal minimums; your supplier can be slower, never faster. Read the date on every letter, keep the envelopes, and reply before the deadline, even if only to say that you cannot pay.

Frequently asked questions

Not for a debt, with a few exceptions. The truce runs from 1 November to 31 March in Wallonia, from 1 October to 31 March in Brussels and, in Flanders, from 1 December to 1 March. Fraud, an unoccupied dwelling or an unsafe installation remain grounds for disconnection all year round in Flanders.

Call your municipality's CPAS (public social welfare centre) the same day: it sits on the local committees in Wallonia and Flanders and can activate guaranteed supply by Sibelga in Brussels. Then contact your grid operator, the only party able to restore power, and negotiate a payment plan or sign a new contract.

Yes. Your former supplier cannot block the switch, but the debt is still owed to it and the recovery procedure continues. In Flanders, the 45 days that follow termination exist precisely so you can find another commercial supplier before being transferred to Fluvius.

Yes, once the loaded credit runs out: this is called self-disconnection. In Wallonia, protected customers keep a minimum capacity of 10 amps, or 2,200 watts. In Flanders, the digital meter in prepayment mode grants an emergency credit and then limits supply to 10 amps.
