Opening an electricity meter in Belgium: cost and timing

Opening an electricity meter in Belgium: who to contact, what reopening costs at ORES, RESA, Sibelga and Fluvius, and the price of a new grid connection.

ByJulien8 min read

To open an electricity meter in Belgium, you sign a contract with a supplier using the meter's EAN code and reading; the grid operator does the rest. It is free if the meter is active or digital (except 16 € in Brussels), 106 to 164 € with a technician, and around 1,000 € excl. VAT at the very least if a new connection is needed.

The contract you sign at that point sets your price for months: our ranking of the best electricity suppliers helps you choose it.

Three operations behind the same word

"Ouvrir un compteur" (opening a meter) is a French expression, born in a market where a single grid operator runs the whole territory and where a line is "put into service". In Belgium, it covers three situations that have neither the same contact, nor the same price, nor the same lead time, and most pages that come up for this search describe the procedure of Enedis, the French grid operator.

The first is the most common. The meter is still running when you arrive, because the previous occupant did not cancel or the landlord kept a contract. There is then nothing to open in the technical sense: you sign your own contract, you pass on the reading from the day of the key handover, and the supply switches to your name without anyone coming round.

The second is the closed meter. The grid operator cut it off for lack of a contract after someone left, and it has to be reopened. The third is the absence of a meter: a new build, a split home, a converted garage. There, we are no longer talking about opening but about connection.

Should you call your supplier or the grid operator?

The supplier, in two cases out of three.

This is the most misunderstood rule of the Belgian market, and it explains searches such as "Engie raccordement maison neuve" (Engie new build connection): people look for the supplier where only the grid operator can act, and the other way round.

The circuit is always the same for an existing meter. You sign up, online or by phone, with the supplier of your choice. It passes the request to the grid operator through the sector's shared data exchange system, and the grid operator opens the meter, remotely or on site. You do not have to notify ORES, Sibelga or Fluvius yourself; Selectra estimates that the supplier takes one or two working days to relay the file.

The supplier will ask you for roughly the same list:

  • the exact address, with the box number or floor in a building;
  • the EAN code, 18 digits starting with 54, printed on the meter or on an old bill;
  • the meter number, useful when several meters share the same cellar;
  • the reading of the day, one for a single-rate meter, two for a dual-rate meter;
  • the desired start date, normally the day of the key handover;
  • your bank details, for the direct debit of the advance payment.

If you do not know your EAN, our article on the EAN code explains where to find it. The grid operator, on the other hand, becomes your direct contact for a new connection, a capacity upgrade, moving a meter or a prepayment (budget) meter. Our article on the difference between a grid operator and a supplier details how the roles are split.

Electricity contract signed to open a meter when moving into a home in Belgium
The contract triggers the opening: the supplier relays, the grid operator carries it out.

How much does opening a closed meter cost?

Between zero and 164 €, depending on the meter and the region. I read the 2026 non-periodic price lists of the four grid operators that serve most Belgian households, and they hold two surprises.

The first: in Wallonia, ORES and RESA charge exactly the same amounts, to the cent, for opening as for connection. Living in Liège or Namur therefore changes nothing. The second: Sibelga is the only one of the four to charge for the remote opening of a digital meter.

ORES (Wallonia)Free128.33 € excl. VAT128.33 € excl. VAT
RESA (Liège)Free128.33 € excl. VAT128.33 € excl. VAT
Sibelga (Brussels)16 €164 €Not recorded
Fluvius (Flanders)Free87.82 € excl. VAT, 106.26 € incl. VATNot recorded

Sources: ORES, 2026 connection tariffs; RESA, annex of the 2026 non-periodic tariffs published by the CWaPE (the Walloon energy regulator); Sibelga, non-periodic tariffs 2025 to 2029 published by Brugel (the Brussels energy regulator), 2026 amounts with no mention of whether VAT is included; Fluvius, 2026 customer tariffs, applicable since 1 January 2026 during working hours.

The Walloon price lists are published excluding VAT. If you apply the 21 % that Fluvius shows on the same service, an on-site opening at ORES comes to about 155.28 €, roughly the Brussels level and some fifty euros more than in Flanders. Timing matters too: ORES adds 50 % to its technician visits outside the 7:30 to 15:30 weekday window and 100 % at weekends and on public holidays, giving 192.50 € then 256.66 € excl. VAT instead of 128.33 €. And urgency costs a lot in Brussels, where Sibelga charges 257 € for a reopening on the next working day and 513 € for the same day when the request is made after 3 pm. These amounts have gone up: a Selectra page updated in May 2026 still quotes 90.75 € incl. VAT for an opening at Sibelga.

Your presence is required when the meter is indoors. A technician ringing an empty doorbell means a visit billed for nothing, 128.33 € excl. VAT in Wallonia.

A digital meter makes opening free, except in Brussels

A digital meter is controlled remotely. At ORES, RESA and Fluvius, opening then costs nothing, and the first commissioning of a new meter is free at ORES and included in the connection package at RESA. Sibelga charges 16 € for the same operation. To find out what you have, look at the display: a digital meter shows its readings on an electronic screen and often has a data port on the front, whereas the old model shows a disc or rolling number wheels. The installed base therefore matters: in Flanders, where the rollout is most advanced, a paid reopening becomes the exception, while in Wallonia and Brussels many homes still have an electromechanical meter that requires a technician visit.

How much does a new build connection cost?

Far more in Wallonia than in Flanders, and the gap is surprising even when you expect it. The connection is requested from the grid operator two to three months before moving in, according to CallMePower's guide to Fluvius, with a plan showing where the meter cabinet goes, the capacity you want and your electrician's contact details. The grid operator sends a quote, you have the preparatory works carried out, then it installs the connection and the meter. It only energises the installation with an inspection report showing compliance with the RGIE, Belgium's general regulation on electrical installations, issued by an approved body: a failed inspection delays everything. A site connection remains possible during the works, for 24 months at most in Wallonia.

The price depends mainly on capacity, expressed in kVA (kilovolt-amperes). To give an idea of scale, 9.2 kVA corresponds to 40 A single-phase at 230 V and 15.9 kVA to 40 A three-phase at 230 V; our article on the difference between kW and kWh explains why capacity and consumption are not the same thing.

CapacityWallonia, ORES and RESA (excl. VAT)Flanders, Fluvius (excl. VAT)Gap
9.2 kVA1,007.29 € (Essentiel package)No single-phase package publishedn/a
12.7 kVA1,923.19 € (Confort)No package at this leveln/a
15.9 kVA2,660.38 € (Confort Plus)969.21 €x 2.7
19.9 kVA5,709.67 € (Power)1,040.94 €x 5.5

Sources: 2026 price lists from ORES, RESA and Fluvius cited above. Fluvius shows 1,172.75 € incl. VAT for 15.9 kVA. The scopes are not strictly identical: ORES includes the cable up to 25 m on private land, and each price list has its own surcharges.

The marginal cost per kVA says the same thing differently. In Wallonia, moving from the Essentiel to the Confort package costs about 262 € per extra kVA, and jumping from Confort Plus to Power about 762 €. At Fluvius, going from 15.9 to 19.9 kVA works out at 18 € per kVA. Before asking for three-phase "just in case" for a heat pump or a charging point, have your approved electrician size the need: in Wallonia, a few kVA too many cost thousands of euros, once but upfront. In Flanders, the power you actually draw then weighs on the bill through the capacity tariff.

Connection and meter opening formalities in Wallonia, Brussels and Flanders

What happens if you move in without a contract?

The meter ends up closed. Each region has its own procedure, but all of them end there: in Wallonia, the grid operator writes within 5 working days and allows 10 days to sign a contract before suspending supply; in Brussels, the MOZA procedure leads to an on-site closure if no contract exists 45 days after the first letter; in Flanders, temporary supply is limited in time. Our article on the energy takeover document puts figures on what these oversights cost, and the one on disconnection for an unpaid bill covers the other road to a closed meter.

The trickiest case is buying a home that has stood empty for several months. The seller has often cancelled, the meter has been closed, and nobody notices until the day of the key handover, torch in hand. Ask for the EAN code and the meter's status as soon as the preliminary sale agreement is signed, from the seller or the estate agent, and sign your contract with a start date aligned with the deed: the supplier can then launch the request before you arrive. Selling a home also requires an inspection of the electrical installation by an approved body, and the report passes to the buyer. If it finds the installation non-compliant, the work is done within the deadline it sets, by an approved electrician, and any capacity upgrade later requested from the grid operator requires a re-inspected installation.

You choose your supplier on the day the meter opens

The intervention costs the same at Engie, Luminus, Mega or Bolt, since it comes from the grid operator's price list. The energy component of the kWh, however, almost doubles from one offer to another, from 13.57 to 26.24 c€ in our survey of the price per kWh: estimate your bill with the simulator before signing.

Frequently asked questions

Your future supplier, if the home already has a meter, even a closed one: it passes the request on to the grid operator. You only contact the grid operator (ORES, RESA, Sibelga, Fluvius...) directly for a new connection or a change to the connection.

Nothing if the meter is active or digital, except 16 € at Sibelga for a remote opening. With a technician visit: 128.33 € excl. VAT at ORES and RESA, 87.82 € excl. VAT (106.26 € incl. VAT) at Fluvius and 164 € at Sibelga, according to the 2026 price lists.

None of the four price lists we checked sets a standard lead time. Selectra quotes 2 to 3 working days, without a source. Sibelga charges 257 € for an urgent reopening on the next working day, a sign that the normal lead time is longer: ask for the opening as soon as the lease or deed is signed.

For a new connection, yes: the grid operator only energises the installation with a compliant inspection report from an approved body. For reopening an existing meter, none of the price lists we read mentions this inspection, but an installation that has been extended or reinforced must be inspected again: go through an approved electrician.

The amount for the intervention comes from the grid operator's price list, approved by the regional regulator. Engie, Luminus, Mega or Bolt do not set it: switching supplier changes nothing about this cost, only the price per kWh that follows.
